Case Center Visited Binhai CBD Area of Tianjin Pilot Free Trade Zone

Director of China Case Center for Public Policy and Management (CCCPPM) Mu Ling, Deputy Director Zhang Yun, Assistant Zhou Meng and Cheng Yue visited the Administrative Service Hall of Binhai CBD Area of Tianjin Pilot Free Trade Zone on March 10. The research team investigated how Administrative Examination and Approval Bureau Binhai CBD Branch improved administrative review and approval efficiency and simplified its process through system reform and technological innovation. The research team also had a talk with relative government officials to learn how Binhai CBD Branch adhered to goal-oriented and problem-oriented principles, focused on providing better services to enterprises, and further optimized regional trade and investment environment to facilitate economic and social development.

The Director of Administrative Examination and Approval Bureau Binhai CBD Branch Xu Fei, Section Chief Yang Nan and Ma Yang introduced a series of reform measures that the Service Hall adopted to streamline and simplify administrative examination and approval process, as well as to accelerate the transformation of government functions.

The Service Hall has opened several unified windows to provide ‘one-step’ administrative services for both state and local taxation matters which cover 192 items in 6 categories. Every computer was equipped with two kinds of taxation systems. By switching the systems, the staffers can handle different taxation matters simultaneously, which improves work efficiency.

“One-stop” Service Windows for State and Local Taxation Matters

In addition, the Service Hall was committed to developing e-government by setting up an online enterprise service platform named “Shuang Chuang Tong”. Through the procurement of public services, the government cooperated with winning tenderers and allow them to service enterprises via ‘Shuang Chuang Tong’ PC and WeChat platforms. Dedicated service team and experts will provide enterprises with package services which cover their whole life cycles, such as enterprise establishment, bookkeeping service, trademark registration, tax audit, policy consultation and personnel recruitment.

After the visit, the research team had a better understanding about the innovative practices that the Binhai CBD Branch conducted to transform government functions and streamline administrative examination and approval process, which are significant to social-economic development and the improvement of regional competitiveness. Case Center Director Muling hoped that two sides could strengthen cooperation to further develop case studies in this area .
