The research provided many detailed data for SPPM to develop the case of Shanghai City Service We-Chat Platform. The group focused on the usage of government W-Chat system, the operation state of City Service We-Chat, the effect and problem, and the cooperation model between the government and Tencent Company, laying the groundwork of cases development.

The coming of network era brings new challenges to public policy education. The case teaching of Shanghai City Service We-Chat Platform will not merely help improve MPA students’ cognitive level of governmental reform in the network era, but also encourage government officials to break through conventional wisdom, attach importance to use new media, reform inner governance method and to promote the governance effect with network technology, public-private partnerships. It is the reflection of the characteristic of Tsinghua MPA education: Highlighting China characteristic, innovating practical public policy, keeping pace with times and well combining teaching and practice. The research therefore possessed vital significance both in teaching and social development.
