Associating with Tencent Company, Shanghai government developed a series of methods to build smart city based on We-Chat Platform and provided a good use of network technology to improve people’s livelihood. To have an insight of the practical effect of the City Service We-Chat system and develop the teaching cases to serve the talent training in public development, assistant professor Zhang Nan, Wu Yanjun and MPA student Luo Ying, Master student Chen Xueyan and Xie Ruixiang went to interview the officials of Shanghai government and Tencent Company from 13th to 15th in July 2015.

The coming of network era brings new challenges to public policy education. The case teaching of Shanghai City Service We-Chat Platform will not merely help improve MPA students’ cognitive level of governmental reform in the network era, but also encourage government officials to break through conventional wisdom, attach importance to use new media, reform inner governance method and to promote the governance effect with network technology, public-private partnerships. It is the reflection of the characteristic of Tsinghua MPA education: Highlighting China characteristic, innovating practical public policy, keeping pace with times and well combining teaching and practice. The research therefore possessed vital significance both in teaching and social development.
