In the province of Yunnan, 94% of land area is mountainous area. Because the Yunnan mountainous district water infrastructure is far from perfect, strong ecological foundations are lacking, featured industries are not clearly evident and citizens cannot live comfortable lives, in July 2013, the Yunnan Provincial Water Resources Bureau issued a notice to promote work programs and technical program outlines for water conservancy construction implementation in Yunnan province mountainous region. In order to deepen the understanding of farmers in remote mountainous regions regarding their needs for water conservancy construction as the whole village, the existing key questions as well as the support villagers are able to provide, and to increase villagers’ awareness and abilities to participate, commissioned by Yunnan provincial Water Resources Bureau, from the 1st to the 4th of November, associate professor Jia Xijin, Case Center staff member Zhang Yun, Masters students Zhang Meng, Pan Xinglin and Lin Jiehui from Tsinghua University’s School of Public Policy and Management ,along with Song Qinghua and Zhaoxu from Beijing Community Participation Operations Service Center, totally seven persons made a visit to Wenshan autonomous prefecture of Yunnan province, which is home to the Zhuang and Miao minorities. The group visited Mohe village, located in Xingjie town, in the Xichou count. There, the group carried out various meetings, training and research concerning villager participation in water conservancy construction.

On the 4th of November, the researchers made a review and summary of key points, process, and related issues about the team’s trip to Mohe village to investigate village participation in water conservancy construction when returning to Kunming. And they reviewed the practice of Yunnan province, as well as discussed on program designs. This on- the- spot investigation on villager participation was enlightening for the case teaching, and local governments’ practical management learning of our school.
