Entrusted by the Organization Department of the Central Committee of the CPC, China Case Center was to write a case about clenbuerol for the leadership training and other educating programs. From November 1st to 2nd, a 7-member research team went to Henan for the research. The team was composed by Deputy Chief Wang Guowei from the Department of Policy and Laws under the State Food Safety Commission, Director Wang Peilong from the Safety Monitoring Office of State Forage Quality Inspection Center under the Ministry of Agriculture, Li Peng from the Department of Market Supervision under the Ministry of Commerce, Director Mu Ling from China Case Center for Public Policy & Management (CCCPPM), Instructor Hu Yinglian from China National School of Administration, Zeng Zhimin and Ye Lan, the assistants of CCCPPM. The research was greatly support by the State Food Safety Commission and the Food Safety Office of Henan Province. The research team went to a slaughter house in Louhe to know the situation of pig slaughter and meat processing, and then to Henan Shineway Group for the knowledge of clenbuerol testing. The team acquired lots of information through the research trip, which paved way for the further work of case developing.
